Summary: Open access is no longer a case of if, but rather when and how we are going to cope with it. The 2013 White House directive was truly as stunning development, mandating open access to both publications and data for virtually all research funded by the Federal Government. What does this mean for scholars, institutions, and libraries? Our first glimpse of how the 23 affected agencies will comply is the July 2014 release of the Department of Energy policy. How will the new policies shape the overall move towards open access? How will this impact our collections, services, and outreach.
